should parents be fined ?1,000 if their child misbehave at school?

The following story was reported: A Teacher was trying to work on behaviour problems with a few students and called the parents to create "a united front" at home and in school against the specific behaviour problems they were trying to address.
To her surprise, not only were the parents uninterested in making sure their kids behaved in school, but one went so far as to say#:"He's on your watch--it's your problem now," while another said,"I'm too busy for this--you need to contact my nanny with this kind of stuff". :(
And we wonder why kids have no respect for Teachers or other students these days?
So after thinking about this story, I understand that fining parents when their kids truly misbehave isn't such a bad idea after all!
Teachers and school administrators are not there to raise our children. Rather, they are supposed to reinforce the basic standards of good manners and respect for others that should already be in practice at home.
So some parents aren't willing to participate in raising their children.
