Not really. One is looking at poverty in society and believing that a particular group has been disadvantaged by the majority and the other is lookig at problems in society and believing that a particular minority disadvantages the majority.

positive liberty in one case and draconian law in the other

they are not really the flip side of each other although they are related and similar in that they are both about race issues
