Afghan Warlord Amnesty

Apparently both the Oolasi and Masharano Jirage is moving forward with this. All warlords are to be given amnesty but its not clear if this amnesty will be extended to Khalqis, Parchamis and Taleban.

On a side note, I had a Bloch friend from Noshki. He once told me that there is a saying among the Balochs: If you are a Shia then you are not Baloch and if you are a Baloch then you are not shia.

No one questions the brutality of Hekmatyar. He was also a incompetent commander. If you read books by the Brigadier level ISI people they testify to him not being so bright as compared to other commanders as well as his inability to get along with others. These writers also say that during the initial stages of the war, the ISI lead group had recommended Massod or Jalal-uddin Haqani to be the "go to guy", but General Zia and General Akhtar hand picked this guy and I guess their motives were to keep Afghanistan in weak hands even if Mujahideen won. Hikmatyar was the lowest of the low, he was a nobody. Although he is Ghilzai, he is from Kunduz, the only real Pushtun strong hold in the North and I guess ISI's idea was that this way he won't be able to rally strong tribes like Jadran., Mangal, Kuchi etc in the long run. And guess what it worked. He did ISI's dirty work with brutal efficiency like a dumb robot.
I still say Masood was the worst. He struck a deal to keep salang pass open and let the Pushtuns bear the brunt of soviet army. Before the war Pushtuns made up 60-66% of the population. Today they are shown as 42-49% (depending on the source). Pushtuns were devastated by this war in Particular and Masood is bears a lot of responsibility for that. He was cunning commander, he spent the time after 1983-1991 in preparing his troops for eventual control of Kabul. He is portrayed in the western media was a hero etc etc, becuase he has had links with De-Beers diamond company for decades and they do a lot of PR work for him.
You know who the Russians say was the most capable commander, Jalaludeen Haqani, he is the only man after Hitler to take a city from the Russians (Khost in 1990).
There are only few relatively clean people like the Late Abdul Haq, Mojedadi and Younis Khalis. But then again what about Paki gov that has been interfering in Afg.
